The Spanish built missions run by Catholic priests, in hopes of converting Native Americans to the Catholic religion. Father Serra set up 9 of the 21 missions before he died.

The Spanish had presidios or forts built, for housing soldiers and to protect Spanish settlements. In 1769 one such leader was Gaspar de Portola. Using Indian labor the presidios were built to defend the missions. Presidios were built in San Diego, San Francisco, Monterey, and Santa Barbara.
The Spanish built pueblos, farming communities, or towns to attract settlers from Mexico.They were built near missions and presidios.
