The first great change that Wolsey made was to the law system: He used the court of star chamber to increase importance, embedded impartial justice, as well as challenging the power of the nobility, like henry the V11 had also done. He then went on to deal wilth matters of property, wills and contracts throughthe Court of Chancery.
In terms of finance Wolsley created the Act of Resumption in 1515, returning some of the lands to the crown , as well as introducing the subsidy which was a more realistic tax based on the taxpayers' income.
Wolsey then changed things in terms of the amicable grant. This was an additional tax set up to fund Henry's expedition to France. It followed through with loans in 1522-3. The subsidy of 1523 had not been paid. Balnce sheet: Wolsley raised £
