After 1369 the war against France started to go badly and money was running out to pay for it.
In 1377 Richard the 2nd became King at the age of 10, his Uncle John of Gaunt ran the country. John of Gaunt introduced a Poll Tax to pay for the war against France.
In March 1381, the government demanded the third Poll Tax in four years. When people avoided paying this, Parliament appointed tax collectors to make them pay. This made people angry because they had no money for themselves.
