  • Hello! Let me tell you a few things about the Legislative Branch and how they pass laws.
  • A "bill" is introduced when a member of Congress decides to create a new law.
  • Hi Mr. Congressman! I think you should propose a bill that states Dogs should have the same unalienable rights as humans.
  • Sure thing Fido!
  • hmm.. ok!
  • Before a bill can become a law, both houses of Congress must pass identical versions of the bill.
  • Lets propose a bill that states dogs have the same unalienable rights as humans.
  • You have been assigned to review this bill
  • Looks good to me! I'll send it to the entire house to see what we can do.
  • Each bill is first assigned to a committee for review. The bill is sent to the entire house for debate if the committee decides the bill is worthy of further action.
  • A joint committee works out any differences the two houses of Congress have concerning a bill.
  • Its a great idea!!
  • Its official!
  • When both houses agree on a bill, the Speaker of the House and the vice president sign it. The bill must be signed before being sent to the president.
  • We signed it! Dogs have the same rights as humans!
