  • I teach this to 5th graders! Let me explain.
  • I have a great idea for a new law! But I don't know how to turn it into one.
  • First, the idea for a law goes to a committee to review.
  • I've heard of that before!
  • Next, the Senate and House vote on the proposal for a new law.
  • I remember there has to be a majority of votes for it to go to the next step.
  • You're right! The next step is sending the bill to the president to sign.
  • What happens if he doesn't sign the bill?
  • Good question! It goes back to Congress. If 2/3 vote on it then it becomes law.
  • Makes sense!
  • That is the process of turning a bill into a law!
