Here the three witches are talking about meeting again, preparing to create new shenanigans the next time they will see each other.
When should the three of us meet again? Will it be in thunder, lightning, or rain?
We’ll meet when the noise of the battle is over, when one side has won and the other side has lost.
That will happen before sunset.
They have found a place to make mischief, and are now planning on meeting Macbeth, presumably to make the predictions about his and Banquo's futures.
Where should we meet?
Let’s do it in the open field.
We’ll meet Macbeth there.
In these last words spoken the witches are basically saying that anything is "legal" and anything goes from that point on, no matter the consequences.
Fair is foul, and foul is fair; Hover through the fog and filthy air.
