The US government is based on a pay as you go system that is regulated by the supersystem Internal Revenue Service. There is at least one office in each state. Some cities also have subsystems called campuses.
Mail is received by taxpayers at subsystems as input. This input is processed as throughput such as updates to accounts, payments, or verification. Input can also be processed and then returned as notifications or refunds as feedback and output.
When communicating with the general public there is a systemic boundary. Government jargon is prohibited and the customer must be addressed my the proper prefix and last name.
Physical boundaries at this location are also in place. Everyone has a badge with a computer chip to access the building, high security areas within the building as well as the computer systems.
