  • The Declaration of Independence has declared our freedom, but our country is not running as smoothly as I'd hoped.
  • The Articles make our government too weak. We should meet to discuss how to fix these problems before they worsen!
  • It’s the Articles of Confederation, I tell you!
  • I agree. Let us invite delegates from the states to attend.
  • Welcome to the Constitutional Convention! We must discuss what to do about the Articles of Confederation!
  • What’s wrong with it?
  • The national government is too weak!
  • We don’t have an official leader!
  • Taxes are optional!
  • . . . isn’t that a good thing?
  • The Articles are far too weak to effectively run this country. Let us create a new structure of government: the Constitution!
  • Shh! We mustn’t let anyone here us! It will cause a panic! Close the windows!
  • Let’s get rid of it all together!
  • . . . but it’s hot in here.
  • First matter on the table: all the states must be happy with the new government! How will they be represented in the legislature?
  • I represent New Jersey. I propose a single house, with one vote per state to make it fair!
  • I disagree. States should be represented based upon population. I call it the Virginia Plan!
  • Forget the states! Let’s have a dictatorship!
  • Nonsense! More representatives are needed for the entire state population to be represented!
  • Gentlemen! Let us make a great compromise! We shall have a bicameral legislature, with equal representation in one house and representation based on population in the other!
  • Well, that's hardly fair!
  • It’s so great, we should call it the Great Compromise.
  • How about another compromise: each slave will be counted as 3/5 of a person!
  • Mr. Sherman, I believe that is plenty fair. Onto the next issue: Southern States?
  • No! The slaves should only be counted for taxes!
  • Our slaves should be counted within this new legislature!
