  • Federalist Alexander Hamilton and Anti-federalist Thomas Jefferson had a debate about the importance of the Bill of Rights, Alexander Hamilton said that a Bill of Rights was not necessary while Jefferson said it was. They decided to ratify the constitution and years later add the Bill of Rights.

  • A bill of rights is most certainly necessary! It protects the people liberties!
  • We want to count slaves in the votes with no tax!

  • The South (smaller states) did NOT want to include slaves or "all other persons as part of the population for representation for congress and taxes. However, North (bigger states) wanted to count slaves since more of their population was slaves. They decided to compromise and include 3/5 of all other persons as population and taxed them.
