Stephen Langton wrote this document, because he was tired of the king doing whatever he wants and not giving any rights to the people. By them trying to limit the king's power, that would give more power to the nobles.
This document limited the king's power, protected rights of nobility, and to give more power to the nobles. Things changed, because the king didn't have as much power over the land, and the citizens had more rights.
