According to the author notes in Al Capone Does my Shirts, the warden did in fact live on the island and lived in a beautiful mansion. He lived right next door to the cell house.

They had to duplicate the letters after the letters were given to different guards. Then they either go to the convict or the officers can bring the letters home and discuss them among each other.
