Moshe received the Torah at Sinai from Hashem. He received the Oral and Written Torah.
Moshe transmitted it to Aaron and then to his two sons. Aaron heard it twice now and the sons heard it once.
He then transmitted it to the Elders. After the Elders, he transmitted it to all of the Jewish people. Aaron now heard it 4 times, his sons 3 times, the Elders twice, and the people of Israel once.
Aaron then transmitted to everyone once again and left and his sons transmitted to everyone and left.
In the end, everyone heard it 4 times. Moshe offered anyone who was confused about any piece of the Torah information before he died.
