  • Let's make a set of loose rules and call it the Articles of Confederation.
  • 1777- The Continental Congress meets to make the USA's first constitution- a loose set of rules called the Articles of Confederation.
  • Well, we won the war! Now we need to come up with a constitution to govern our new nation!
  • 10 years later...
  • Continental Congress met again to revise The articles of Confederation but ended up drafting the first constitution of the USA.
  • Well men, we need to find a way to revise the Articles!
  • A new constitution? Brilliant!
  • I think we need to revise the Articles and give congress more power!
  • The Congress choose to combine the two plans to form how congress would be elected and called it "The Great Compromise"
  • I'm from New Jersey and I think congress should be based equal! 2 per state, called the "small state plan"
  • Now wait! I'm from Virginia and I think congress should be based on population and call it "the big state plan"
  • I know! we'll have 2 houses, The House respesented by population, the Senate by equality! We'll call it The Great Compromise!
  • The congress decided to make another compromise counting slaves as 3/5 of a person, called the Three-Fifths Compromise.
  • We can't count them as people! They'll double the South's population and representation!
  • Count them as people!
  • What if we counted them as 3/5 of a person, as a compromise?
  • Now, what to do about slavery?
  • The Constitution was then finished and they decided only 9/13 states needed to ratify unlike the Articles. Delaware was the first.
  • Well we did out job! We're ready to set out for ratification from 9/13 states!
  • I am from Delaware, we will be the first to ratify!
  • Americans then split up into two groups Anti-Federalists (those against the constitution) and Federalists, (those for it).
  • This stinks! They called to only revise the Articles of Confederation! Us poor farmers will not stand for this! We demand a bill of rights! We are anti-federalist!
  • Oh posh! This new constitution is great for a stronger central government! We love a Federalist government! Us richer men are Federalists!
