The 14th amendment states that anyone born in the United States is a citizen of the U.S. and of the state in which he or she lives. It also says that states cannot deny to any person "equal protection of the laws." It took effect in 1868.
Although the slaves were freed and citizens, a lot of southerners still didn't except the fact that the slaves were so close to being their equals.
