The Bill Of Rights only ratified with the promise of bill of rights but only in some states. The freedom of beliefs and you can also protest without being arrested. It was created 1781.
The U.S. Constitution was signed on September 17 1787, by deglates to the Constitutional Convention in Philadelphia. Signed by Geoger Washington.
The Great Compromise was during the U.S. Constitutional Convention in the 1787. The compromise was reached to address the feeling from the smaller states that their interests would be drowned out by the larger states.
