Scarce uses the handlebars to push himself forward to start being in motion.
The force from pushing of the handlebars causes Scarce to fall on the concrete harder than normal.
Newtons second law: Mass x Acceleration = Force
When Scarce hits the ground, he splashes up water.
Newtons third law: For every action there is an equal and opposite reaction.
The splash of water represents the force that Scarce has when he fell.
