After the Norman Conquest, life was hard for serfs (peasants), so many had to resort to 'stealing' from the king's land (most of the land in England), or other petty crime, like theft
They were tried in court and often either sentenced guilty or innocent until proven guilty.
The punishment for most petty crimes, like theft, and vandalism, was death, in order to scare people into not commiting crimes. This strategy was very ineffective, as people stole things to stay alive, so for them it was a lose/lose situation
