  • The Anti-Federalists were a group of farmers and artisans who wanted to simply edit the Articles at first, and only wanted a Constitution if a Bill of Rights was established and clearly defined.
  • The federalists were a group of aristrocrats and the educated. They wanted a new constitution right away, no bill of rights or just 'tweaking the Articles of Confedration was considered adequate.
  • However, the Federalists won this conflict, most likely due to their superior propaganda, though not to say that the Anti-Fedaralists didn't have intelligent and persuasive writers.
  • In the South, the slaves states wanted slaves to count for population (representation for voting) but not to be taxed whatsoever.
  • The Northern states wished for states to be taxed, but discounted for population purposes
  • In the end an agreement was reached, known as the 3/5 compromise, slaves were counted as 3/5's of a person for the the purposes of taxes and for that of population.
