An eclipse occurs when one object enters the umbra, the darker shadow, or the penumbra, the lighter shadow, of another object.
In this case, the moon has entered the earth's umbra. only longer wavelengths of light, such as red, reach the moon, giving it its odd color.
Right now it is a total lunar eclipse because the moon is fully red. If it wasn't fully red, it would be a partial lunar eclipse.
A Lunar eclipse can be seen from anywhere on Earth, as long as it is nighttime where you're viewing from.
