Was the Great Compromise Fair?

I, James Madison, propose that our government's legislative branch favor the larger states.
Well, how do you suppose we do that?
Each state's amount of representatives should be based on their population.
I completely disagree with that.
The amount of representation should be equal for every state, so even small states get represented.
Roger, how about you choose which plan is better.
Sure! That sounds like a "Great Compromise!"
Why choose one when you can combine both? If we have a bicameral legislative branch, then we could population based House, and an equal representation Senate. Does that sound fair enough?
