  • The delegates at the Philadelphia Convention did not know whether to revise the Articles or to write a new Constitution.
  • The Great Compromise By: Reid Koslowski
  • We should have a National Government based on the Virginia plan.
  • When some ideas, such as state representation, weren't resolved, tempers grew.
  • Under Franklin's leadership the convention appointed a "grand committee to resolve issues
  • This caused Roger Sherman of Connecticut to suggest the Great Compromise.
  • Sherman proposed a two-house legislature where the lower house was the House of Representatives and the upper house was the Senate. They also dealt with counting enslaved people.
