In 1786 the Annapolis convention was called by James Madison to discuss trade and taxation problems caused by the Articles of Confederation. Only 5 states sent delegates and that was not enough to reach a decision on problems regarding the states.
In February, 1787, Congress called for a "Constitutional Convention". The convention's sole purpose was to revise the Articles of Confederation. The state government was too powerful while the federal government was too weak. Every state except Rhode Island sent delegates.
Where is Rhode Island?????
The Virginia plan was proposed by James Madison a few days into the convention. It proposed creating a new federal government with the power to create its own laws and raise its own money through taxes. Madison also proposed a 2 house legislature system.
William Paterson of New Jersey created a counter-proposal to the VA plan called the New Jersey plan. This plan did not scrap the Articles of Confederation but only modified the central government to become stronger.Congress would have a single house where each state is equally represented.
What about a compromise...
By July, Roger Sherman of Connecticut created a "Great Compromise" for the 2 house system. There would be a House of Representatives where the # of reps for each state is based on population and each rep is elected by the voter. The Senate would have equal representation from each state and the senators would be chosen by state legislators.
