Free at last,Free at last,thank god almighty we're free at last.
In "The American Promise" it says that his students were poor and more than often they came to school hungry without breakfast.So one reason he might have signed is so his students could have better lives.
Another reason L.B.J might have signed was to push integration.In "The Chicago Turbine" it shows that his past decisions were keeping him from pushing integration,and so that the colored families can use public facilities.
In "The American Promise" it says that "They knew even in their youth the pain of prejudice.They never seemed to know why people disliked them.Also in the "Flawed Giant, Lyndon Johnson and his Times" he quotes M.L.K by repeating "Free at last,Free at last,Thank god almighty we're free at last"meaning that colored people are liberated.
