Napoleon took complete control. Everyone thought Snowball was a traitor. However, Snowball was not a traitor, Napoleon simply wanted complete control. He broke the commandments and changed them to fit his need. Napoleon also changed his mind about the windmill. For now it was being built. The mill was nearly finished and Boxer, the horse had done most of the work.
The windmill is nearly done! Napoleon is always right!
Snowball must have done this.
However, the next morning the windmill was found destroyed.
It is okay! We can rebuild it.
