Let's divide the legislative branch into two houses- a House of Representitives, where the number depends on the population, and a Senate, with two members from each state. Larger states would have an advantage because the number of representatives would depend on population.
But should the votes be by citizens, by Congress, or by state legislature?
Let's make the "Electoral College System." Voters from each state vote for people that selected voters must pledge to vote for.
