Charles thownshend was in charge of the British government's finances or money. He felt that the british could make morr money from taxing people some for goods. This would be a direct tax.

Since these items were not made in the colonies, and had to be bought and shipped directly from it would be a great chance for the British to earn some money from the colonies.
I think that this is unfair they are getting our money and they don't have to do any thing but put a law.
