  • We shall create a compromised plan where the legislative branch has two houses along with a House of Representatives. 
  • The larger states would have an advantage because representation would be based on population. 
  • The smaller states are going to be protected by the Senate and will have equal representation and state legislatures will be electing senators. 
  • "We want slaves to be treated the same to give the South more representation in Congress!!"
  • "Southern states do not want you slaves to be treated like us because of levying taxes."
  • This new "three-fifths compromise" will only count 3/5 of slaves for tax and representation purposes. 
  • By 1868 the 13th Amendment abolished slavery and the 14th Amendment requires counting a states entire population.
