  • Virginia Plan -Congress=2 houses -Population=Votes
  • The people of the convention could not choose a plan.
  • New Jersey Plan -Legislative=1 house -1 State=1 vote
  • Great Compromise
  • Finally Roger Sherman came up with the Great Compromise which the convention voted on.
  • The Great Compromise -Senate=2 votes from each state
  • 3/5 Compromise
  • We think slaves should count as a person in the south.
  • Slaves are not allowed to vote so why should they count as a person?
  • 3/5 Compromise
  • I George Washington think slaves should be counted as 3/5 of a person.
  • Federalists/Anti-Federalists
  • Federalists -Supported the government and wanted the gov to have more power
  • Anti-Federalists -Wanted more individual rights (Bill of Rights)
  • So slaves now count as 3/5 of a person.
