  • Northern States
  • We dont have slaves in the northern states so why should we count them in the population and help the southern states?
  • We want slaves counted towards are population to determine representation in the House of Reps
  • Southern States
  • 3/5 of slaves are to be counted for taxation. That is if all 13 states agree to have slaves counted so it would determine taxation.
  • 3/5 of slaves are counted as population in determining representation to the House of Representatives.
  • Compromise
  • Equal (Senate) (Smaller States)
  • Bicameral
  • There are two types of houses.
  • Proportional (House of Reps) (Big States)
  • The Senate gives equal representation in the upper house of Congress. This is what the bigger states want.
  • Representation in the lower house of Congress to be proportional to population. This is what the smaller states want.
