France's economy was very poor. They had a lot of debt because of wars, occasional bad harvest, and the monarchs spending too much money on food and unnecessary lavish goods.
Due to France's poor economy, they called a meeting of the Estates General. Together they would try to solve the economic problem. However, the third estate didn't like that they had little to no say in the decision so they left.
When they came back they were locked out of the room so they went to an indoor tennis court to discuss their problems. They eventually came up with The Tennis Court Oath, vowing not to separate and to reassemble whenever necessary.
