Anyone in the united states can come up with an idea for a law.
Then, either a senator or a Representative must introduce the bill in his or her house of congress.
Then it will go to the proper committee for a vote. Then it will go to the other house of congress.
The other house votes on the bill before it goes to the president.
After both the houses agree on the bill it goes to the president where he can either sign it, veto it, or not sign it where if congress isn't in session the bill dies or if it is in session, for at least ten days, it becomes a law.
But even if the president signs it, supreme court can declare it unconstitutional and it dies. Also congress can erase the presidents veto by voting on it if they get 2/3 vote.
