  • The Louisiana Purchase and the News Orleans Port are owned by Spain.

  • Napoleon Bonaparte forces Spain into giving the Louisiana Territory back to its rightful owner, France. In doing this, he hoped to restore the French empire in the Americas. He later loses interest in this plan for several reasons. 
  • Since Spanish officials are still in charge of the New Orleans Port, they decide to close the port to Americans. People went wild when this happened so President Jefferson was concerned about the economic impact and the consequences this had on foreign policy.
  • Sorry, no Americans allowed.
  • Knowing that as long as a foreign power controlled the New Orleans Port, the United States would continue to be involved in European matters, Jefferson sent ministers to France to negotiate for the Louisiana territory.

  • Jefferson instructed his ministers to offer $10 million for New Orleans and the strip of land extending from that port to Florida. If for whatever reason, the negotiations failed, the ministers were to begin discussions with Britain for a potential alliance. Looking for funds for a war against Britain, Napoleon's ministers offered to sell New Orleans along with the rest of the Louisiana territory  for only $15 million. Obviously, the American ministers accepted.
