The Founding Fathers decide to meet in Philadelphia to discuss revising the Articles of Confederation. It was July and hot and humid.
The smaller states said that there should be a system of government where all states get equal representation. This made sure that the small states had the same amount of power as the larger states.
Its not fair if you guys get more power.
The larger state however wanted a system where representation is based off of population so it is proportional. This favored larger states in that they got more power because of their population.
We should have more power because we have more people.
The finally came up with the bicameral system which allowed two houses. The Senate which is equal, and The House of Representatives which is proportional.
The southern states wanted slaves to be counted in the population when it came to representatives. The northern states however didn't want slaves to count for the population because then they would be at an extreme disadvantage. So they came up with the 3/5 compromise where 3/5 of "all other people" were counted for the population
