President as Chief Legislator

The President of the United States has multiple responsibilities from being Chief Legislator. This includes influencing congress, signing bills into law, abd veto or reject bills.
The day that I became president, I felt that all students shouldn't have to worry about paying for college. Congress will lower the tuition rate for students going into college.
Dear Congress, I believe that lowering the tuition for students going into college will help teach more students. This will let them learn more and be able to apply for more jobs. If a student is able to go to a certain college, they shouldn't have to go somewhere else since they can't afford to get in there.
Mr. President, the Senate and house of Representatives have sent you the following bill: If a student is unable to pay for the full tuition of their college choice, then they will be able to pay as much of the full tuition as possible.
I have decided to veto this bill, as it doesn't fully fill my vision for a smaller tuition fee.
As president, I want to make it easier for everyone to pay for the tuition. I will continue to veto this law unless it insures a lower tuition fee for all students applying for college, not just those who can't afford it.
