- 3. Resources That Can’t, or Won’t, Move.
- Even though our farm failed, we won't move! Too many good memories spent here. Also, we're to poor to move anyway.
- One way to fix this situation is by getting companies to advertise the benifits of working for them, which may get them to move. Another way is by allowing the government to help them by giving them checks if the promise to leave and move to where there are better jobs.
- One way this can be fixed is if the government funds more programs that protect and help citizens, so that they stay up to date and efficient.

- Oh no! We don't have enough firefighters to put out this fire!

- 5. Negative Spillover Effects

- One way this spillover might be prevented from happening is if industrial districts and housing districts are better separated.
