  • The States' governments and the Federal (National) government join forces and work together, having delegated, reserved, and concurrent powers.
  • The Federal government has the power to declare war, create and maintain armed forces, establish foreign policy, regulate interstate and foreign trade, make copyright and patent laws, establish postal offices, and coin money. These are delegated powers.
  • State governments can establish and maintain schools, regulate trade within states, conduct elections, provide for public safety, and establish local governments. These are reserved powers.
  • Federal and State governments can build roads, raise taxes, provide for the public welfare, maintain criminal justice, borrow money, and charter banks. These are concurrent powers.
  • Delegated powers are government powers specifically outlined in the U.S. Constitution. Reserved powers are powers that are not specifically delegated to the national government and therefore revert to the states. Concurrent powers are powers that are able to be exercised by both state and federal governments.
  • These three types of powers and what they entail form the concept of Federalism.
