How would we be able to ensure that the general will does not become tyrannical? The gov. must be limited and represent the people's will to safeguard rights.
Oh Locke won't you calm down. Remember that focusing purely on individual rights is prone to lead to inequality.

Punishments should serve as a deterrent, not as a means of vengeance.
By dividing government branches we can then prevent the concentration of power.
