Mrs. Dubose knew how to scare Jem and Scout even if there was still talk back while walking past her house.

Tom was blamed for just trying to live his life while being a black man. Close to how Mockingbirds are slaughtered for being Mockingbirds. 
Boo Radley represents a Mockingbird because his character shows how judging others can affect the person being criticized.
