- Hamilton wanted a strong central government that could balance power between the variety of people and the wealthier citizens.

- I want loose construction
- Jefferson wanted to help farmers by making sure the cost of goods they bought were low.
- Jefferson= Strict Construction
- I want strict construction
- Hamilton wanted to start a national bank where the government could safely deposit the money. The bank will make loans to the government and business.
- Hamilton wanted for the clause allowed the government to create a national bank. He believed in loose construction of the constitution.
- Jefferson thought the elastic clause should only be used in special cases. He believed strict construction of the constitution.
