James Clerk Maxwell, an English scientist, developed a scientific theory to explain Electromagnetism and published it in his book in 1865. In his formulation of electromagnetism, Maxwell described light as a propagating wave of electric and magnetic fields. More generally, he predicted the existence of electromagnetic radiation: coupled electric and magnetic fields traveling as waves at a speed equal to the known speed of light.
When Maxwell, used this theory to assume that light was an electromagnetic wave and then correctly deduced the finite velocity of light, it was a powerful and logical argument for the existence of Electromagnetic wave.
Thus, that's why Maxwell has the most contribution in our defense.
Heinrich Rudolf Hertz was a German physicist who first conclusively proved the existence of the electromagnetic waves predicted by James Clerk Maxwell's equations of electromagnetism. The unit of frequency, cycle per second, was named the "hertz" in his honor
He also discovered radio waves, which is a milestone widely seen as confirmation of James Clerk Maxwell's electromagnetic theory and which paved the way for numerous advances in communication technology.
This proves that Hertz had contribute more than Maxwell, without him Maxwell's theory wouldn't be proven.
