In the Middle Ages, one of the Monarch's most important roles was to keep law and order to maintain a peaceful kingdom. It was important for everyone to obey the laws. If you saw someone committing a crime you had to raise the hue and cry, people and knights would come and help you catch the criminal. You would be fined if you failed to do this.

In some areas, all men and women over the age of 12 were put into groups of ten - called tithings - and were responsible for each other's behavior. If a member of the tithing broke the law the others had to take him or her to the court and pay their fines.

Some places set up a watch - a group of people who patrolled the streets each night and a constable will be selected to coordinate them. But people didn't get paid and you would lose sleep while walking around the streets all night. As a result the constable and the four-man watch didn't always do their jobs properly - if they did, they might get chosen again!

Because there was no police force, criminals must have got away with very serious crimes, as they were rarely caught. So sometimes even the king himself got involved  in investigations.
When a criminal was caught, they would usually be taken to the local lord's manor house. The lord would then decide on a punishment, which would usually be a fine. Sometimes, he would try to make the punishment fit the crime. So sometimes a person who sold bad wine might be forced to drink some while the rest was poured over their head. Sometimes thieves had their fingers cut off and people who told lies has their tongue cut out.
Two of the best-known punishments were the stocks and the pillory. They were often carried out in the middle of town to publicly humiliate the guilty person and make other people think twice about committing crimes themselves. The difference between stocks and pillory was simple: Criminals would sit down in the stocks, but they had to stand up in pillory.
