- Sir, I will not pay the tax, as states should not be taxing federal institutions. This is a national bank of the United States, not a random bank operated solely in this state!
- Mr. Mcculloh, I will be taxing this bank, as ordered by new legislation passed by the state of Maryland, in order to generate money for the state.

- Silence in the courtroom! As per the Necessary and Proper Clause of the Constitution, a federal bank could be made. However, states cannot tax it. The power to tax is the power to destroy!
- Your Honor, the state of Maryland is taxing the national bank. This should not be allowed because federal institutions should not be taxed by the state.
- Well, the Constitution does not explicitly state that federal institutions could not be taxed by the state.
