Hashem came to Yonah in a prophecy and told him to go to Ninveh since the peoples wickedness (חמס) had risen before G-d. Yonah knows that the reason for this prophesy is to tell the people of Ninveh to do teshuvah, or else G-d will destroy them. Instead of following through with Hashems wish Yonah chooses to run away.
Yonah: I am running away because Ninveh is an enemy of the Jews and if they are saved then it's likely they will attack the Jews. I am also running away because I know that the people of Ninveh will likely listen when I tell them to do teshuvah. Therefore, they will make the Jews look bad for not always immediately listening to the call for teshuvah. Finally, I am running away because I am prioritizing the Jews over Hashem.

Yonah finds a boat that is heading to Tarshish and he pays the fare and boards the ship.
Yonah: I am choosing to go to Tarshish since it is far away from Israel. I need to get far away from a holy place where Hashem may give me another prophecy, and Tarshish has many idol worshippers so it will be very unlikely for Hashem to give me the rest of his prophesy. Additionally, I know that no Navi has ever received a prophecy on the water.

Narrator: Yonah doesn't just pay for his ticket, but also all of the remaining tickets on the boat. He does this for two reasons. Firstly, he choose to buy all of the tickets to limit the amount of suffering he may cause the other people on the boat. He has a feeling that Hashem may punish him for running away, so he buys all of the tickets to limit the amount of suffering and death that may occur. Secondly, he buys all of the remaining tickets so the boat can leave immediately.
