I beg to disagree. As a teacher in Region X, I've seen many students struggle with basic reading and writing skills. There are also reports of high dropout rates in some areas, suggestingchallenges in accessing quality education. So, I doubt the reported increase in literacy rates reflects the region's realities. - Marites
