Then France saw this as breaking their alliance so they started attacking U.S. ships.

The latin American nations wanted to be liberated from Spain. But they were not as strong as Spain. So they still launched revolutions. Then Spain lost to the revolutions and left them alone.
The U.S. wanted Britain and France to stop attacking their ships. But Britain and France didn't stop. So the U.S. made the embargo act to stop trade thinking it would damage them. Then it didn't work and it hurt the U.S. more.
