Henry Clay propoesed the Compromise of 1850, California would admitted as a free state with one pro-slavery and one anti-slavery senator in Congress, this law was mostly made so that a new anti slavery state could be made. Congress accepted the law in 1850 after visous debate.
Stephen A. Douglass proposed the Kansas-Nebraska act, the act made Nebraska made into an anti salve territory and, to win southern support, proposed a southern state inclined to support slavery. The Nebraska territory was so Douglas could build his railroad he did this by making a compromise and making another slave state.
 Henry Clay proposed that Missouri would be a state as well as maine, and slavery is outlawed in the lousianna territory. This made Missouri and Maine into states. This was so there would be a balance of slave and anti slave states. It came into effect because congress agreed after through debate.
