  • Germany's unrestricted submarine warfare and the Lusitania Crisis challenged US neutrality in the war. German u-boats had brought the United States to the brink of war with Germany, causing the US to threaten to break diplomatic relations with Germany.

  • SUSSEX PLEDGE:Germany tried to keep the US out of war by agreeing to the Sussex Pledge, in which they promised not to sink any merchant or passenger ship without due warning.

  • January 1917-during a wartime conference, representatives of the German Navy tried to convince the military leadership as well as Kaise Wilhelm II that resuming unrestricted submarine warfare could help defeat Great Britain faster. This was a matter of debate over a few individuals considering that the idea would directly violate the Sussex Pledge they had established with the US, therefore increasing the likelihood of the US joining the war against Germany.
  • Gottlieb von Jagow was replaced by Arthur Zimmermann, who succeeded in becoming Germany's secretary of state for foreign affairs in November 1916. Jagow had personally resigned after discovering that Germany was planning on resuming the unrestrcited subamire warfare, and as a result zimmermann took up the job since he agreed with the policy.

  • january 16, 1917Arthur zimmermann sent out a coded message to the German minister, Heinrich Von Eckhardt, in Mexico. This message became known as the Zimmermann telegram, a secret message in which Germany proposed a Mexican-german alliance in case the US decided to enter the war. In the telegram Germany proposed that Mexico should side with them, considering they would financially support the alliance and provide supplies for mexico. Germany set the telegram in hopes of resuming unrestricted submarine warfare and distracting the US in their southern borders.
