Top level Managers set goals plans for the future of the company. Some examples of a top level manager are a CEO, Vice President, the President. They usually consist of a small group of people sometimes one person. The goals they set are how much money they may wanna make things in that nature, goals for the company. A goal is they may want to sell 100 carrots they want to make sure they reach that goal.

So for example someone didn't do their job or activity, they can report it to the higher line of management. They are making sure their company's goals are met if not there are consequences, like losing your job or position.
