- Prussia and Austria went to war and won against Denmark. After this, Prussia provoked a war with Austria and defeated Austria. Austria was then forced to promise to not interfere with German states. Bismarck wanted to create the North German Confederation in 1866 that was dominated by Prussia.

- Bismarck next needed to convince the southern German states to join. These were largely Catholic regions and had a history of being skeptical of military power, and many southern Germans doubted Prussia's commitment to a united Germany.
