  • In February 1787 the Congress invited each state to send delegates to a convention in Philadelphia to improve the Articles of Confederation.

  • However, instead of improving the Articles of Confederation, during the meeting in May, the delegates came up with a entirely new and different U.S. Constitution.

  • 3 French agents show up and told the diplomats that France refuses to discuss a treaty unless they are bribed with $250,000 and given a loan of $12 million. This caused many Americans to become very angry and call for war.
